ARTICLE 1.

SRBIJAFILA XVI, the 16th Serbian National Philatelic Exhibition with international participation, will be held from October 7 to 11, 2026, in Belgrade.

ARTICLE 2.

The organizer of the exhibition is Post of Serbia LLC in cooperation with the Union of Philatelists of Serbia (SFS).

SRBIJAFILA XVI has FEPA Recognition and FIP Sponsorship status.

The exhibition will be technically implemented by the Organizing Committee, appointed by the SFS Executive Board.

ARTICLE 3.

The official website of the exhibition is: srbijafila.org.

All important information related to the organization, regulations, jury, exhibitors, and awards will be published on the official website.

ARTICLE 4.

The SRBIJAFILA XVI exhibition is a national competitive exhibition with international participation.
The participation fee in the competitive and honorary classes is 1,200.00 RSD (10 EUR) per frame, except for the Honorary Class (A.1 – A.5) and Youth Class (B.10).

Payment of participation fees for members of the Union of Philatelists of Serbia is made to the Commissioner General.

Payment of participation fees for members of philatelic organizations of the former Yugoslav republics (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro and North Macedonia) is made through the national commissioner.

ARTICLE 5.

The following have the right to participate in the exhibition:

  • members of the Union of Philatelists of Serbia and members of philatelic organizations of the former Yugoslav republics (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro and North Macedonia) without restrictions in both honorary (A) and competitive (B) classes.
  • members of any national federation that is a member of FEPA or FIP, provided that the exhibit covers the area of the former Yugoslavia. This provision applies exclusively to honorary class A.1 and competitive class B.1 – B.5.

ARTICLE 6.

Members of the Union of Philatelists of Serbia register for participation via a digital registration form on the exhibition website. (registration link)

The General Commissioner of the exhibition, on behalf of the Organizing Committee, collects applications for participation in the exhibition from members of the Union of Philatelists of Serbia.

Members of philatelic organizations of the former Yugoslav republics (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro and North Macedonia) register for participation via a digital registration form on the exhibition website. (registration link)

The General Commissioner of the exhibition, on behalf of the Organizing Committee, collects applications for participation in the exhibition from members of philatelic organizations of the former Yugoslav republics (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro and North Macedonia) and sends a copy of the application form to the national commissioner, who must confirm the data on the qualification of the exhibit.

The exhibition commissioner, on behalf of the Organizing Committee, collects applications for participation in the exhibition.

ARTICLE 7.

Accepted applications are assigned to the following exhibition classes:

A – HONORARY CLASS

A.1 Class of Honorary Exhibitors – Exhibits of great philatelic significance;

A.2 Official Class – Exhibits of postal administrations, postal museums, stamp printing houses, and others;

A.3 Jury Members’ Class – Exhibits by members of the jury of the SRBIJAFILA XVI exhibition;

A.4 Class of Certifiers and Potential Certifier Candidates – Exhibits of forgeries;

A.5 Other Exhibits.

B – COMPETETIVE CLASS

B.1 Traditional Philately

B.2 Postal History

B.3 Postal Stationery

B.4 Aerophilately

B.5 Revenues

B.6 Thematic philately

B.7 Maxi cards

B.8 Open class

B.9 Postal cards

B.10 Youth philately

B.11 Literature

Narrow theme exhibits (1-2-3 frame exhibits) and Modern Philately exhibits are classified in their respective philatelic classes.

ARTICLE 8.

Accepted sheet sizes:

  • 210 × 297 mm (A4);
  • 240 × 297 mm (A4+);
  • 297 × 297 mm;
  • 420 × 297 mm (A3).

All sheets must be numbered on the back or front in the order in which they will be mounted in the frames.

All sheets must be protected with transparent folder.

The exhibition organizer will take all necessary measures for the safety of the exhibits from the moment of handing over the exhibit to the moment of returning the exhibit.

ARTICLE 9.

The Commissioner reserves the right to examine the submitted exhibit and decide on a possible rejection, if the exhibit does not comply with the regulations.

In the case of any dispute, the decision of the jury and the organizer will be final.

ARTICLE 10.

Each exhibitor can register an unlimited number of exhibits.

Exhibits must be in Serbian, in the language of one of the former Yugoslav republics, or in English languages.

ARTICLE 11.

By submitting an application to the commissioner, exhibitors accept all provisions of these regulations.

An exhibitor who does not exhibit the registered exhibit, or who rejects the jury’s evaluations, will not be able to participate in the next three exhibitions organized by the SFS.

ARTICLE 12.

Judging of exhibits will be in accordance with FIP rules, according to the following range of points:

Large gold from 95 to 100 The Grand Prix of the exhibition is awarded by the jury among the winners of the large gold medal.
Gold from 90 to 94
Large vermeil from 85 to 89
Vermeil from 80 to 84 Minimum for participation in international exhibitions
Large silver from 75 to 79
Silver from 70 to 74
Silver-bronze from 65 to 69
Bronze from 60 to 64
Certificate of participation 59 or less

Exhibitors with 1-2-3 frames exhibits will only be awarded a diploma with the number of points earned.

The Grand Prix of the SERBIAFILA XVI competition class is awarded by the jury among the winners of the large gold medal in the B class.

The decisions and evaluations of the jury are final and are published publicly, in accordance with these regulations.

ARTICLE 13.

The Organizing Committee may award diplomas and certificates of appreciation to organizations or individuals for their contribution to the realization of this exhibition.

ARTICLE 14.

The deadline for submitting an application is September 1, 2026 at the latest.

Exhibits can be submitted exclusively via the digital application form on the exhibition website. (application link)

The Commissioner General will notify the national commissioners, i.e. exhibitors, of the acceptance of the exhibit by September 20, 2026 at the latest.

Exhibits of members of the Union of Philatelists of Serbia must be submitted in person to the Commissioner by October 6, 2026.

Exhibits of members of philatelic organizations of the former Yugoslav republics (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro and North Macedonia) are submitted exclusively through national commissioners.

Upon a reasoned proposal by the general commissioner of the exhibition, the Organizing Committee may, in exceptional cases, approve the participation of exhibitors from abroad by submitting a digital version of the exhibit (or scanned exhibition sheets), which the organizer will print and place in the exhibition showcases.

The return of exhibits will be carried out after the end of the exhibition on October 11, 2026.

Exhibitors can obtain all additional information by directly contacting the organizing committee (general commissioner).
